Windows 7 has a lot of issues, most notably that it needs to be restarted every time you open it. Sometimes that’s pretty annoying, but sometimes it’s just inconvenient. I have found that if you run the new version of IE, it will always restart. The fix is to either update your IE, or just restart it.

The problem is that IE 10 has been working fine with Windows 7 for months until it was updated with the new version of IE.
